REQUEST FOR BID PROPOSALS FOR INTERVENTION SOFTWARE PROGRAM
District: Tucker County Schools
Location: 100 Education Lane Parsons, WV 26287

I. Purpose:
Tucker County Schools is seeking qualified vendors to provide an intervention software program that includes:
1. Computer adaptive diagnostic assessments in reading and math
2. Automatically assigned intervention lessons aligned with West Virginia standards and designed to address weaknesses identified in students' most recent benchmark scores
3. The ability to manually assign intervention lessons aligned with West Virginia grade-level standards
4. The ability to manually assign shorter, more frequent progress monitoring screenings
5. A variety of data reports at the district, school, grade, teacher, and student level that can be used to guide instruction
6. Professional development for teachers and administrators, including sessions focused on implementation and data analysis
7. Supplemental teacher resources for direct intensive instruction
8. Alignment with the requirements of West Virginia's Third Grade Success Act and official designation as a West Virginia Department of Education-Approved Screener
II. Program Requirements
1. Meets ESSA evidence tiers
2. Included on the West Virginia State Department of Education’s approved screener list
3. Alignment with the West Virginia Third Grade Success Act requirements.
4. Compatibility with existing technology infrastructure within the district, including device and operating system requirements
5. Data privacy compliance with FERPA and state regulations
III Proposal Requirements
Vendors must submit a comprehensive proposal that includes the following:
1. Company Information
o Company overview and experience in educational technology and intervention programs
2. Program Description
o Detailed description of the software features, including assessments, intervention lessons, and teacher resources
o Demonstration of alignment with West Virginia state standards and the Third Grade Success Act
3. Implementation Plan and Timeline
o Proposed implementation schedule, including professional development sessions
o Technical support and maintenance plan
4. Cost Proposal
o Detailed cost breakdown, including licensing, implementation, professional and ongoing support
5. Evaluation and Reporting
o Description of data reporting capabilities, including progress monitoring and benchmarking
o Examples of reports that support instructional decision-making and stakeholder communication
IV. Evaluation Criteria
Proposals will be evaluated based on the following criteria:
1. Evidence of meeting ESSA evidence tiers
2. Alignment with West Virginia state standards and the Third Grade Success Act
3. Effectiveness of the adaptive diagnostic assessments and alignment of intervention lessons
4. Quality and comprehensiveness of professional development, implementation support, and teacher resources
5. Compatibility with existing technological infrastructure
6. Cost-effectiveness and overall value to the district

VI. Terms and Conditions
o Tucker County Schools reserves the right to accept or reject any and all proposals.
o The contract award is contingent upon approval by the Tucker County Schools’ Board of Education.
o The selected vendor will enter into a contractual agreement with Tucker County Schools.
